In a recent development, the Indian government has introduced increased flexibility in the Aadhaar enrolment process to accommodate individuals facing biometric challenges. This initiative allows those with issues such as blurred fingerprints or similar disabilities to enroll using alternative methods.
Addressing the specific challenges posed by individuals with blurred fingerprints or similar conditions, the government has declared that eligible individuals can now undergo Aadhaar enrolment using an iris scan if fingerprints are not viable.
In an official statement, Minister Chandrasekhar emphasized that individuals eligible for Aadhaar but unable to provide fingerprints now have the option to enroll using only an iris scan. Conversely, those facing challenges in capturing their irises can opt for enrolment using only fingerprints.
To ensure the effective implementation of this initiative, a comprehensive advisory has been issued to all Aadhaar Service Kendras. The advisory instructs these centers to facilitate the issuance of Aadhaar to individuals encountering issues with blurred fingerprints or similar challenges by leveraging alternative biometrics.
For eligible individuals experiencing difficulties with both finger and iris biometrics, the enrolment process allows them to enroll without submitting either. The statement clarified that crucial information such as name, gender, address, and date of birth is captured alongside available biometrics, with the missing ones duly noted in the enrolment software.
In cases where individuals are unable to provide both finger and iris biometrics, a photograph is taken following specific guidelines to highlight the unavailability of fingers, irises, or both. The Supervisor of the Aadhaar enrolment center is tasked with validating such exceptional enrolments.
Emphasizing the significance of photographic documentation in showcasing the unavailability of fingers, irises, or both during the enrolment process, the statement assured that every eligible individual undergoing enrolment, despite biometric challenges, will be issued an Aadhaar number.

Providing insights into the impact of this initiative, the statement revealed that the Unique Identification Authority of India (UIDAI) enrolls approximately 1,000 individuals daily under exceptional enrolment. As of now, nearly 29 lakh persons with missing fingers or biometric challenges have been issued Aadhaar numbers by UIDAI.
